Spike is located at the safe house directly South of the tower. After that you can find him at the tower or by the ferry. If you are 38 percent done odds are he is at the ferry. Forget exactly where that is, but I believe it is north east and right on the water.
Techland drops a new event for Dying Light. Despite being less than 2 weeks away from releasing Dying Light 2: Stay Human, developers in Techland have been keeping the first game alive. A new event has dropped on Dying Light.

With Dying Light 2 scheduled for released in February 04, 2022 it is pleasantly surprising to see Techland still keeping the first game alive. For those who want to get back into Dying Light before its sequel releases, there’s never been a better time to do so.
Where is Spike in The Saviors?
Following Kyle’s departure from the slums in The Saviors, Spike eventually follows him and seeks refuge with the survivors residing within Harran University. After reaching Old Town if you fast travel back to the tower you can find Spike also there as a quartermaster. He is located near the workshop.
During an encounter with Haluk, a former hotelier and survivor at the Tower, he reveals that Spike is 49 years old and worked as a professor at the University of Southern California. He went on sabbatical leave following an “incident” with a young co-ed, which her parents claimed was an affair; accusations Spike denies.
Spike then contacts Kyle and asks him to arm some UV light traps near the warehouses, but this causes the district to lose power. Spike directs Crane to a nearby power substation where he is able to reboot the power. As night is falling, Spike urges Crane to return to safety.
