Billy Wayne Bailey Jr. was born in Bluefield, Mercer County, on June 7, 1957.
He was elected to the West Virginia Senate in 1992, 1996, 2000, and 2004 after being appointed to the position in 1991 as a Democrat. He served on various committees and as the Senate Majority Whip.
Senate President Craig Blair, a Republican from Berkeley, spoke highly of his former colleague.
